About The Philippine Energy Labeling Program (PELP)

The Philippine Energy Labeling Program (PELP) is one of the initiatives of the Department of Energy as part of the enactment of Republic Act 11285, otherwise known as the “Energy Efficiency and Conservation (EE&C) Act”, which was approved on 12 April 2019. The PELP provides a national labeling system for energy-consuming products (ECPs) based on the energy performance of products.

Scope of Work

Under DC 2020-06-0015, the PELP initially covers appliances such as Air Conditioners , Refrigerating Appliances, Television Sets and Lighting Products, such as Self-Ballasted Compact Fluorescent Lamps (CFL), Linear Fluorescent Lamps (LFL) or Double-Capped Fluorescent Lamps (DFL), Single-Capped Fluorescent Lamps (SFL), Lamp Ballasts and Light Emitting Diode (LED) lamps

What’s Next?

Under The Department Circular No. 2022-11-0035, the coverage of the PELP has been expanded to include Cleaning and Laundry Appliances, Cooking and Food Processing Appliances, Cooling, Heating and Ventilating Appliances, Grooming and Personal Care Equipment, Information and Communication Technology (ICT) Equipment, Lighting Products, and Renewable Energy Products.
